Call for Applications for the Position of Executive Director

The Philippine Commission on Women (PCW), the government’s primary policy-making and coordinating body on women’s empowerment and gender equality is now officially accepting applications for the Executive Director preferably a Career Executive Service Officer (CESO).



Masters degree in the field of Women and Gender Studies or related disciplines


5 years of supervisory/management experience


120 hours of supervisory/management learning and development intervention undertaken within the last 5 years


Career Executive Service Officer or Eligible

The PCW Executive Director has the overall responsibility for the performance of the agency. The ED shall:
1.    Establish the organization's goals, policies, programs and activities in collaboration with the Board of Commissioners and the Deputy Executive Directors; and
2.    Manage the day-to-day operations of the PCW Secretariat to ensure implementation of the agency mandate of policy formulation and program implementation for the fuller integration of women based on gender equality.

6.    Driving Performance for Integrity and Service - The ability to produce and deliver quality results, to be action-oriented and committed to the achievement of the outcomes.

1.    Knowledge of and commitment to Gender and Development (GAD) - understanding of and consistently striving to apply women’s rights, GAD concepts and principles, particularly women's empowerment, gender equality and non-discrimination;
2.    Collaboration for GAD - working effectively with partners and key stakeholders to advance women's empowerment and gender equality;  
3.    Communication for GAD - conveying and receiving messages in a clear gender-sensitive manner; includes the ability to listen, interpret, formulate and deliver verbal and non-verbal, written, formal and informal and/or electronic messages on GAD and other concerns;
4.    Integrity - modelling PCW core values and ethical standards in both professional and personal life; doing the right thing even if no one is looking or even if others are not doing the right thing;
5.    Personal effectiveness - recognizing personal strengths and weaknesses and depends on guidance from authorities or appropriate bodies for direction in addressing them; ability to exercise self-direction and motivation in fulfilling assigned task while meeting set standards/expectations and upholding professional ethical standards in accomplishing such;
6.    Problem solving and decision making - providing timely solutions to problems and decision dilemmas that do not have clear-cut options and resolution may require some analysis or creativity; resolving deviations and/or selecting the appropriate alternative to situations, issues or dilemmas to arrive at the most feasible and beneficial outcome or solution for the organization; identifying a solution based on a realistic understanding of issues and assessment of options and implications.
