Gender Responsive Monitoring and Evaluation Training


Gender and Development (GAD) Focal Persons and Monitoring and Evaluation Officers of the eighteen Local Government Units (LGU) were trained on Gender- Responsive Monitoring and Evaluation (M&E) last October 1-3, 2013 in Tagaytay City. These eighteen LGUs are partners of the Philippine Commission on Women (PCW) in the project on Magna Carta of Women (MCW) Implementation that is funded by the Spanish Agency for International Development Cooperation (AECID).

The training aimed to equip partners with knowledge and skills on gender-responsive M&E in the context of the MCW Implementation focused on results - based management. The activity targeted building and enhancing the capacity of local partners in the efficient and effective measurement of outcomes.

This undertaking is one of the crucial activities under the Project’s Component 2: Improved Implementation of MCW by Partner LGUs, which introduces monitoring and evaluation for tracking achievements of project targets.

Partners aligned the LGU project indicators with the Magna Carta of Women (MCW). This process increased the awareness among partners on the gaps and areas for enhancement in the Project Measurement Framework (PMF) relative to the implementation of the MCW. Partners have also assessed their respective LGUs’ status on localization of the MCW and identified corresponding gaps and measures to improve and strengthen the implementation of the law.

Moreover, the session improved participants’ knowledge and skills on gender responsive monitoring and evaluation. Learned concepts on M&E were applied in the practice exercises on data management processes, data audit, data analysis, and on information dissemination of M&E data to stakeholders.

The increased capacities on M&E among partners is deemed necessary in addressing one of the identified challenges of the LGUs on the establishment of GAD Database and of M&E System to localize MCW.

Local partners translated their commitments on M&E through the formulation of action plans. These are on mainstreaming Gender Responsive Monitoring and Evaluation in the PCW-AECID Project and in the LGUs’ regular programs, projects and activities, and in the establishment/strengthening of the LGU GAD Mechanisms as mandated in the MCW. Realization of plans would significantly contribute to the achievement of the project objectives on women’s economic empowerment and on the fulfilment of women’s human rights, which would consequently lead to gender equality.
