WEE Project (GREAT Women Project - 2)

Job Summary: 

Under the direct supervision of the Project Manager, the Administrative Officer V shall assist the Project Management Office on the following:

  • Coordinates with the PCW Administrative and Finance Division on the provision of administrative and logistical support to conduct project activities, i.e., procurement of goods and services, and consulting services;
  • Facilitates processing and approval of payment requests by reviewing supporting documents;
  • Develops a PMO filing system and oversees project records management and document tracking within project implementers and partners;
  • Provides advise and recommends to PMO/work package implementers on selection of venue, transportation and other logistical needs for events, official travels and regular conduct of project-wide planning, performance review and project steering committee meetings;
  • Prepares minutes of the PMO regular meetings;
  • Maintain inventory records of office supplies and other supplies inventory of the projects and its corresponding reports e.g. Supply Adjustment Sheet (SAS), Summary of Delivery Receipts (DRs), etc.;
  • Maintains the fixed asset of the project and its corresponding reports;
  • Monitoring of Petty Cash Fund;
  • Assists in the preparation and finalization of contracts/agreements for consultants, project partners and implementers;
  • Preparation of Obligation Request Status (ORS) and Disbursement Vouchers (DV) when the need arises;
  • Assists in the budget preparation process, controlling the budget expenditures and reports of the project to be submitted to COA and DBM;
  • Assists in the Annual Audit of COA and External Auditor hired by the Project;
  • Assists in the preparation, finalization and submission of the Annual Procurement Plan (APP), Project Procurement Management Plan (PPMP), Work and Financial Plan (WFP) and other reports to be submitted to PCW and Global Affairs Canada (GAC); and
  • Performs other tasks as may be assigned by the immediate supervisor from time to time.


Bachelor’s Degree in Management, Accounting and other business related courses, and social science related courses;
Two (2) years of relevant experience in administrative and finance support;
Eight (8) hours of relevant training;
Knowledge in government laws, rules and processes;
Good communication skills (oral and written);
Computer literate (e.g. MS Word, Excel, Powerpoint, etc);
Preferably, willing to work within time constraints and under pressure; and
Must be a team player and must have the ability to interact positively with staff at all levels.


Php 35,693.00 + 2,000 Allowance
