Job Summary: 

Assist the WEE PCW-PMO to ensure efficient implementation of the work plan and generate expected outputs by providing: a) technical assistance on gender and entrepreneurship/ small enterprise development; b) inputs in conceptualizing activity designs and enhancement of existing modules on the assigned industry; c) assistance in implementation of assigned project activities; and d) assistance in monitoring and evaluation.

1. Technical Functions
1.1  Planning and Implementation Functions:
- Provide technical assistance to partner agencies and private sector organizations related to WEE project planning, M&E and initial implementation of work plan;
- Draft and prepare technical documents (i.e., policy paper, research findings, concept paper, activity proposals, briefing materials, guides and tools to support project activities, documentation of activities/ meetings/ workshop proceedings and monitoring reports) as inputs to project partners’ work plans;
- Conduct basic research on the policy themes/thematic issues;
- Provide inputs on knowledge management and communications; and
- Lead in the conduct and/or facilitation of activities assigned to her/his for the period; and
- Oversees coordination in the provision of support to project stakeholders.

1.2 Monitoring and Evaluation Functions:
- Provide guidance to partners in reporting and ensuring their compliance with project monitoring and reporting requirements particularly in the submission of outputs, and liquidation of project funds;
- Review and evaluate reports from the partners and provide recommendations to address gaps.

1.3 Auxiliary Functions
- Perform other related tasks as maybe assigned or agreed upon with Project Manager such as:
- Act as technical backstop to Project Manager and WEE POV/POIV in implementation  of the approved work plan;
- Represent the Project or PCW in inter-agency meetings, conferences, etc. if needed; and  
- Assist in the conduct of monitoring and evaluation activities and perform other M&E tasks, among others.
 

Qualifications: 

1. Graduate of any business management, entrepreneurship or relevant courses;
2. Knowledge and experience working on women’s issues, gender and development, and on women economic empowerment;
3. At least three (3) years relevant experience in project development, management and monitoring and evaluation of foreign assisted projects;
4. Background and experience in community organizing is also an advantage
5. Good in networking/partnership building and has ability to establish good rapport;
6. Familiarity with government program and administrative processes;
7. Good written and oral communication skills and;
8. Can work under strict deadlines/timelines

Salary: 

Salary Grade SG 18/Contractual (Php 38,085.00 + 2,000.00 PERA)
