Guidelines in the establishment and management of a referral system on violence against women at the local government level

The Guidelines is aimed at establishing a referral system at the local government level to have an integrated and coordinated community response to victims of violence against women (VAW). It provides a multidisciplinary and gender-sensitive response to ensure the safety of the women and children victims of violence and the accountability of the perpetrators.

Performance Standards and Assessment Tools for Services Addressing Violence against Women in the Philippines

This tool is also designed to generate data for the monitoring and evaluation of the service provider’s level of compliance to the anti-VAW policies of the Philippine Government. Data generated can also be used as a tool in setting priorities in planning, particularly in the use of the GAD Budget.

The package consists of five sets of documents for each of the five service categories, represented by the government agency tasked primarily to render such type of service, as follows:

  • PNP for investigatory services or procedures
  • DOH for medical or hospital-based services
  • DSWD for psychosocial services
  • DOJ for legal/prosecution services
  • DILG and the LGUs for anti-VAW services at the barangay, municipal, city and provincial levels

Each set is introduced by an Overview, followed by the Performance Standards and an Assessment Tool to guide compliance with the standards as well generate data for monitoring and evaluation purposes. A Baseline Report is also included to put the standards in context.

Harmonized Gender and Development Guidelines for Project Development, Implementation, Monitoring and Evaluation

This gender and development (GAD) approach aims to provide Philippine government agencies and donors with a common set of analytical concepts and tools for integrating gender concerns into development programs and projects. The resource focuses on processes and strategies. It further addresses management results of integrating gender equality and women's empowerment concerns into key stages of the project cycle: project identification and design, assessment of projects for funding; project implementation; and monitoring and evaluation. The guidelines consist of three parts.

Gender-responsive governance at work

These case studies document the experiences of LGUs in different regions and in different levels of local governance. They are regarded as good practices in gender mainstreaming and were compiled to stress the importance of addressing gender issues in relation to development. The case studies provide important information and insights regarding the implementation of the GAD budget policy at the local level, strategies for and future outcomes of gender mainstreaming, and areas for future action. The compilation intends to provide guidance for other LGUs in the implementation of their gender and development activities.

This appraisal report analyzes the issues and challenges the Philippine government faced in mainstreaming gender and in implementing the GAD Budget policy. This report also provides recommendations on how to improve or further engender budgeting systems and processes.

A Guidebook on Gender Mainstreaming: How Far Have We Gone?

This guidebook is aimed primarily to help the agencies' Gender and Development (GAD) Focal Points, members of their technical working groups and other related GAD committees do their mainstreaming work. It presents the gender mainstreaming evaluation framework (GMEF) which can be used to track their progress and provides them with a holistic view of the gender mainstreaming process. It is most useful to technical people (e.g. planners, monitors, evaluators and analysts) who have a basic knowledge of GAD concepts. Gender Mainstreaming Resource Kit

The Gender Mainstreaming Resource Kit or GMRK is a compendium of tools for gender mainstreaming efforts of partners and government agencies. It includes a range of methods, techniques, know-how, practices and other ways through which gender mainstreaming can be integrated in development efforts and is addressed to GAD focal teams, trainers, advocates and champions in various government agencies, academic and training institutions and civil society organizations who engage government institutions in making their operations gender-responsive. Lastly, it serves as training and reference guide for their various advocacy and training activities and other gender mainstreaming strategies.

Guidebook in Using Statistics for Gender-Responsive Local Development Planning

This guidebook clarifies gender statistics amidst other statistics as well as explains the importance and uses of sex-disaggregated data in the various aspects of planning and program development, implementation, monitoring and evaluation. It guides researchers, planners and program implementers to a gender indicator system that will be useful to gender-responsive development planning.

This guidebook is aimed not only to contribute to the development and strengthening of gender-responsive databases at the local level but also to provide a guide for producing gender statistics necessary in formulating, implementing and monitoring a gender-responsive plan. A DBM-NCRFW publication, this primer provides budget analysts and local budget officers the mechanics on how to evaluate and review the various GAD budget proposals submitted by NGAs, GOCCs and LGUs.

Gender-Responsive Local Planning and Budgeting: A Guidebook for Beginners

A DILG-NCRFW publication, this guidebook provides the guidelines for preparing gender-responsive plan and utilizing the GAD budget of local government units. It also presents the major development plans being developed by LGUs and discusses how gender could be mainstreamed in each of them.

Sexual Harassment Cases: A Compendium

A CSC-NCRFW publication, this compendium covers cases of sexual harassment decided by the Civil Service Commission, the Court of Appeals and the Supreme Court from 1994 to 2000. The reader is provided with an insight into how things stand in administrative and judicial tribunals relative to sexual harassment. In a sense, this compendium provides us a picture of how the fight against sexual harassment is going. It will also tell us what to do to win.

Transforming Government to Think and Act GAD

A tool to help GAD trainers in government agencies formulate their GAD training design and conduct their GAD training sessions. Includes as one of its parts, the Gender 101 or GAD Dictionary that defines basic concepts and terms in the source book and in most gender and development literature. It also contains a GAD Planning and Budgeting training module that will orient agencies on the drafting of a GAD plan and the utilization of a GAD budget to ensure that the effects will be most beneficial to women.

Ways to Gender Responsive Organizations: Tools and Guides for Sowing Gender Responsiveness in Government Organizations

This guidebook gleans from the experience of agencies that sought to transform themselves into more gender-responsive organizations through a review of their mandate, structure, leadership, culture, resources and other elements.

Transforming the Mainstream: Building a Gender-Responsive Bureaucracy in the Philippines 1975-1998

This book traces the long and varied history of the NCRFW from its early days as a rather traditional women's organization to its pioneering work in envisioning gender mainstreaming and striving to put that vision into concrete practice. This is a reprint of the first two chapters of the Philippine Plan for Gender-Responsive Development (1995-2025). It outlines the macro context and the basic socio-cultural, economic, political and legal framework. In macro context, the PPGD rests on a vision of development that is equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and the actualization of human potentials and participatory and empowering. In basic framework, a plan is only as good as its implementation and its implementation, on the other hand, is only as good as the will, the resources, and the people who choose to undertake the plan in its concrete form.

Gender and Development, Making the Bureaucracy Gender-Responsive: a Sourcebook for Advocates, Planners, and Implementors

This sourcebook embodies the results of the original assessments undertaken in six government departments.
